Las políticas sociales en territorio y la perspectiva de los actores

Abstract

Community organizations and institutions contribute to developing overcoming practices to produce the necessary transformations that generate increasingly equal relations in the social territory, as well as greater access to social policies and the fullexercise of rights. However, it is difficult to achieve these transformations when the social territory is not mobilized and when it lacks collective action. This was the territorial situation at the time of starting the practice in service, in El Mirador neighborhood of the Capital City of La Rioja.It was not difficult to find fellows to form the Community Network. It was evident the need to overcome the long period of individualism and fragmentation to assume a commitment to modify those aspects of reality, which for years remained unchanged;or worse still, they got worse.The present work contains a synthesis of the development of this process, the dynamics that were put into play, the multidimensionality of the intervention and the construction of professional and popular knowledge that was produced. Theconstitution of the new collective subject mobilized capacities and promoted the emergence of community practices, which are central to participation and decisionmaking.
