Constitución de la provincia de La Rioja, origen y evolución institucional.

Resumen

La evolución constituye un desarrollo de dinámica constante en la vida de los pueblos, que surge del espíritu creativo del ser humano, de su cultura y su voluntad de realizar, organizando las instituciones y las formas de gestionar sus intereses, de modo que le posibiliten encontrar el camino de su realización. Ante esta necesidad natural del ser humano, la realidad es historia que fluye y la historia se convierte en progreso del contexto sociocultural, que en este estudio tratamos de conocer, a través de los antecedentes que fueron transformando el acontecer organizacional de La Rioja, en el ámbito institucional.

Abstract
Evolution is a constant dynamic development in the life of peoples, which arises from the human creative spirit, their culture and their willingness to make organizing institutions and ways of managing their interests, so that we enable to find the way of its realization. In this natural human need, the reality is history and history flowing becomes sociocultural progress, in this study we try to know through history that were transforming the organizational events of La Rioja, in the institutional level.
